2025年12月9日，國務院總理李強簽署國務院令，公布《全民閱讀促進條例》，自2026年2月1日起施行。

Chinese Premier Li Qiang has signed a State Council decree on December 9, 2025 issuing a regulation to promote reading among the public, which will take effect on February 1, 2026.

閱讀是獲取知識、增長智慧的重要方式，是傳承文明、提高國民素質的重要途徑，深入推進全民閱讀，對增強全民族思想道德素質和科學文化素養、提高全社會文明程度具有重要意義。當前，我國全民閱讀活動規模不斷擴大，內容不斷豐富，方式不斷創新，全民閱讀促進工作初見成效。2025年12月9日，國務院總理李強簽署第823號國務院令，公布《全民閱讀促進條例》，自2026年2月1日起施行。

《全民閱讀促進條例》（以下簡稱《條例》）旨在促進全民閱讀，推進書香社會建設，增強全民族思想道德素質和科學文化素養，提高全社會文明程度，推動建設社會主義文化強國。《條例》共6章45條，內容主要包括：明確全民閱讀促進工作指導思想，規定構建全民覆蓋、普惠高效的全民閱讀促進體系；加大全民閱讀推廣力度，鼓勵開展內容健康向上、展現文化底蘊、形式豐富多樣的全民閱讀推廣活動，規定每年4月第四周為全民閱讀活動周；提升全民閱讀服務質量，科學合理規劃建設全民閱讀設施；強化全民閱讀保障措施，重點扶助農村地區、革命老區、民族地區、邊疆地區、欠發達地區的全民閱讀。
