商務(wù)部日前表示，我國(guó)將從“擴(kuò)圍、提質(zhì)、增效”三方面發(fā)力，推進(jìn)實(shí)施自貿(mào)區(qū)提升戰(zhàn)略，有效聯(lián)通國(guó)內(nèi)國(guó)際兩個(gè)市場(chǎng)兩種資源，為更高水平對(duì)外開(kāi)放提供機(jī)制性保障，服務(wù)構(gòu)建新發(fā)展格局。

China will advance its free trade agreement strategy to effectively connect domestic and foreign markets and relevant resources, in terms of "expanding scope, improving quality and raising efficiency", the Ministry of Commerce said on Thursday.

商務(wù)部9月22日稱，我國(guó)將推進(jìn)實(shí)施自貿(mào)區(qū)提升戰(zhàn)略，有效聯(lián)通國(guó)內(nèi)國(guó)際兩個(gè)市場(chǎng)兩種資源，從“擴(kuò)圍、提質(zhì)、增效”三方面發(fā)力。

"Through that, China aims to provide institutional support for its high-level opening-up and better serve its construction of the new dual-circulation development pattern," said MOC Spokeswoman Shu Jueting at a news conference.

商務(wù)部新聞發(fā)言人束玨婷在新聞發(fā)布會(huì)上表示，此舉意在為更高水平對(duì)外開(kāi)放提供機(jī)制性保障，服務(wù)構(gòu)建雙循環(huán)新發(fā)展格局。

The new development pattern takes the domestic market as the mainstay while letting domestic and foreign markets reinforce each other.

新發(fā)展格局是以國(guó)內(nèi)市場(chǎng)為主體，國(guó)內(nèi)國(guó)際市場(chǎng)相互促進(jìn)。

The nation has signed 19 free trade agreements with 26 countries and regions, and its trade value with FTA partners accounts for around 35 percent of its total trade, data from the ministry showed.

商務(wù)部數(shù)據(jù)顯示，我國(guó)已與26個(gè)國(guó)家和地區(qū)簽署了19個(gè)自貿(mào)協(xié)定，與自貿(mào)伙伴的貿(mào)易額占外貿(mào)總額35%左右。

"China will negotiate and sign free trade agreements with more willing trading partners, to jointly promote regional economic integration, liberalization and facilitation for trade and investment," she said.

束玨婷表示，我國(guó)將與更多有意愿的貿(mào)易伙伴商簽自貿(mào)協(xié)定，共同推動(dòng)區(qū)域經(jīng)濟(jì)一體化和貿(mào)易投資自由化便利化。

"We will further increase the proportion of zero tariffs in goods trade, expand market access for investment and services trade, actively participate in negotiations on new rules for new fields such as the digital economy and environmental protection, and promote the construction of a new system for higher-level open economy," she said.

束玨婷稱，我國(guó)將進(jìn)一步提高貨物貿(mào)易零關(guān)稅比例，放寬服務(wù)貿(mào)易和投資市場(chǎng)準(zhǔn)入，積極參與數(shù)字經(jīng)濟(jì)、環(huán)境保護(hù)等新規(guī)則議題談判，推動(dòng)建設(shè)更高水平開(kāi)放型經(jīng)濟(jì)新體制。

Shu also said the nation will intensify promotion and training on FTAs, to improve their utilization and bring more benefits to people and enterprises.

束玨婷還指出，我國(guó)將加大對(duì)自貿(mào)協(xié)定的宣介、推廣、培訓(xùn)，提升自貿(mào)協(xié)定綜合利用率，讓協(xié)定更好更快惠及企業(yè)和人民。

Analysts said China has been following international rules and practices such as the World Trade Organization's principles while furthering its higher-level opening-up, which is in sharp contrast to recent moves made by the United States.

分析師稱，中國(guó)一直遵守世貿(mào)組織規(guī)則等國(guó)際規(guī)則和慣例，并不斷推進(jìn)更高水平的對(duì)外開(kāi)放，這與美國(guó)近期舉措形成了鮮明對(duì)比。

Those US moves include the discriminatory electric vehicle subsidy provisions in the newly passed US Inflation Reduction Act and the decision to further scrutinize foreign investments and transactions.

美國(guó)在近期通過(guò)的《通脹削減法案》中包含有關(guān)歧視性電動(dòng)汽車補(bǔ)貼條款，并決定加強(qiáng)對(duì)外國(guó)投資和交易的審查力度。

"China has never set up special rules or standards targeting a specific nation, and the recent moves of the US are actually very discriminatory as they impose restrictions on certain industries and countries to serve US purposes," said Zhou Mi, a senior researcher at the Chinese Academy of International Trade and Economic Cooperation in Beijing.

國(guó)際貿(mào)易經(jīng)濟(jì)合作研究院資深研究員周密表示，中國(guó)從未針對(duì)某個(gè)國(guó)家設(shè)立特別條款或標(biāo)準(zhǔn)，美國(guó)為了自身利益對(duì)特定行業(yè)和國(guó)家加以限制，此舉具有很強(qiáng)的歧視性。

"As the global supply chain suffers from instability, the US moves have sparked market worries over supply chain snarls, which could cause severe damage to the development of global trade," he said.

周密指出，在全球供應(yīng)鏈不穩(wěn)定的情況下，美國(guó)此舉引發(fā)了市場(chǎng)對(duì)供應(yīng)鏈堵塞的擔(dān)憂，這可能會(huì)嚴(yán)重?fù)p害全球貿(mào)易發(fā)展。

At the conference, Shu said China is concerned about the discriminatory electric vehicle subsidy provisions in the US Inflation Reduction Act.

束玨婷在新聞發(fā)布會(huì)上表示，中方對(duì)美方《通脹削減法案》中有關(guān)歧視性電動(dòng)汽車補(bǔ)貼條款表示關(guān)切。

The provisions concerned allow subsidies on preconditions like localized assembly of whole vehicles in North America, which constitutes discrimination against relevant imported products, she said, adding those provisions are suspected of violating WTO principles like most favored nation or MFN treatment and national treatment.

束玨婷指出，相關(guān)措施以整車北美當(dāng)?shù)亟M裝等條件作為提供補(bǔ)貼的前提，對(duì)其他進(jìn)口同類產(chǎn)品構(gòu)成歧視，涉嫌違反世貿(mào)組織最惠國(guó)待遇、國(guó)民待遇等原則。

China will follow and evaluate the follow-up implementation of the US Inflation Reduction Act, and will take measures to safeguard its legitimate rights and interests, if necessary, she said.

束玨婷稱，中方將持續(xù)跟蹤評(píng)估美方立法的后續(xù)實(shí)施情況，必要時(shí)將采取措施維護(hù)自身合法權(quán)益。

She also said the US has been generalizing the concept of national security in recent years and making its reviews on foreign investment stricter and wider in scope, so as to create cumbersome procedures on purpose.

束玨婷還指出，近年來(lái)，美方泛化國(guó)家安全概念，不斷擴(kuò)大對(duì)外資的審查范圍，加嚴(yán)審查條件，設(shè)置繁瑣審查程序。

The US government should correct its abuse of security review and provide a fair, stable and predictable business environment for enterprises to conduct investment activities, she said.

她表示，美方應(yīng)糾正濫用安全審查的做法，為企業(yè)投資提供公平、穩(wěn)定、可預(yù)期的營(yíng)商環(huán)境。
